
There have been dramatic shifts in the approach to corporate governance over the past decade. These shifts have been brought about by regulatory failures epitomised by companies such as Enron and the recent banking crisis. Principles of good corporate governance, such as the King Codes, have increasingly been incorporated into legislation in an attempt to prevent future abuses of power, fraud and mismanagement. Pegasys was one of the first to understand how the emerging governance framework should be applied to the public sector.
Good governance is critical for effective and efficient service delivery. Government has a number of ways of delivering on its objectives, including the use of a range of corporate forms (from departmental units to public entities). Pegasys specialises in identifying the appropriate corporate form to maximise service delivery, and in assisting with implementation of new entities (including the institutional, governance, legal, organisational, and financial requirements.)
A core element of our work is ensuring the appropriate level of governance is captured into any new venture. This includes prescribing the recommended governance arrangements and assisting with the implementation of governance structures such as Boards, committees, and policies.
Functional establishment of the Cooperative Banks Development Agency
Project leader on the functional establishment of a public entity for National Treasury: the Cooperative Banks Development Agency. Responsibilities include strategic support to the governing board (appointment, induction and strategic direction and first business plan), organisational design and organisational development, financial arrangements and financial systems establishment, risk management, and the development of policies and structures to support entity development.

SADC Groundwater Management Institute
Pegasys has been appointed to assist SADC in the development and establishment of a Groundwater Management Institute for Southern Africa. The intention is to establish a centre of excellence that can provide technical and policy support in the management of groundwater in the SADC region. The project entails the assessment of the appropriate legal form, the formal establishment of the GMI, and the development of an initial business plan and funding strategy for the GMI.
