
In the last decade the importance of the establishment of water management institutions to support broader strategies such as water for growth and development has become increasingly elevated on national agendas. This has happened on both the national and international stages. Whilst this has been largely guided by the key precepts of Integrated Water Resource Management it has also been supported by the paradigm shifts made within public sector governance. Therefore, we see a suite of institutions being established to provide more regional presence and to create the environment of localised solutions for localised problems, developed in conjunction with stakeholders. Whilst, on the other hand these institutions provide a clarity on roles and responsibilities and start to move government departments, and other institutions, away from the referee-coach-player trap.
Pegasys has through its experience generated an understanding of not only the administrative processes associated with the establishment of water management institutions, but also the organisational, functional and financial development that institutions undergo through their formative years. A key element of this development is the creation of a solid governance platform which reflects sound corporate governance within institutions as well as functional cooperative governance between institutions. This requires a clear understanding of roles, responsibilities and accountabilities.
Development of Key Policies and Guidelines for Catchment Management Agencies
Developing the first national policy statement with regards to catchment management and the institutional framework to support this, as well as developing key guidelines for Catchment Management Agencies such as the viability study, the internal organisational structures and post grading, financial modelling and planning, and organisational and functional development roadmaps.

Coordinating and providing technical, strategic and management support for the establishment and initial operation of the first 5 CMAs in South Africa , including guiding and supporting Advisory Committee processes, developing business cases, and providing strategic and management support to the Governing Boards in the institutional and organisational development process.

Lesotho Highlands Water Authority re-organisation (Lesotho)
Strategic visioning and reorganisation of the LHDA to adjust from an infrastructure development agency to a water transfer and hydropower production operating utility. Responsible for developing strategic scenarios and reorganisation options, based on government of Lesotho and South Africa priorities and perspectives for the future of LHDA.

Strengthening of ORASECOM
Overarching support for the capacity building of ORASECOM including basin management institutions and organisation strengthening, enhancing capacity for Shared Water Courses Management in all riparian states, providing contributions to a shared information system that promotes the development of a common understanding for decision-making, supporting ORASECOM communication and awareness building processes, providing contributions to the development of the Orange-Senqu River Basin Water Resources Master Plan, and assisting in developing water conservation and environmental strategies.
