Water Strategy

Pegasys has, over the past several years, established itself as one of the leading strategic teams in the water resources sector in Southern Africa. More recently it has expanded its scope of expertise and experience into the wider international arena.

Our expertise enables us to provide strategic support in matters relating to water strategy, water conservation and demand management, allocation and allocation reform, regulation, and water financing. Where appropriate, we work closely with technical partners to provide a rounded input to meet the client’s needs.

Some of the key areas in which Pegasys has been active include

  • an assessment of the status of IWRM implementation in Southern Africa;
  • analysis of water allocation and redress potential in the Inkomati basin;
  • facilitation of communication and information exchange sessions to support the development of the SADC Regional Water Policy and Water Strategy, and the drafting of the policy and strategy;
  • input to and assessment of river basin management and planning, specifically basin-wide water conservation, management and protection policies and strategies and development of river basin master plans; and
  • assessment of environmental flow policy and implementation globally.

    Water Sector regulation
    Pegasys is currently conducting a research project commissioned by the Water Research Commission, focusing on water resources regulation in South Africa.The aims of the project are to assess international best practice on technical/policy regulation of water resources and the linkages to water services regulatory approaches; clarify the definitions, objectives and scope for effective and transparent water resources regulation in South Africa, assess the institutional principles and considerations to guide roles, responsibilities and institutional arrangements; examine various tools for achieving effective regulation; and understand the use of cost benefit analysis and regulatory impact assessment in developing regulatory tools and approaches.

    Development of a stakeholder empowerment strategy for compulsory licencing in the Inkomati Water Management Area
    Pegasys developed a stakeholder empowerment strategy for compulsory licensing in the Inkomati Catchment in a project that aimed to empower stakeholders to understand the water licensing procedures as provided in the policy, empower stakeholders through sourcing of institutional support, and support stakeholders to gain access to water supply for household use, e.g. community gardening.

    SADC Regional Water Policy and Strategy
    Pegasys was part of the specialist team tasked to draft the SADC Regional Water Policy and was the project leader on the drafting of the Regional Water Strategy.

    GWPSA IWRM assessment
    Pegasys, in association with country-based consulting teams, conducted an assessment of the status of IWRM implementation in southern Africa. Pegasys was responsible for writing up these results, with those of a study done in Eastern Africa, into a combined report for publication.

    Lesotho ICMP
    Pegasys is leading a team to develop an Integrated Catchment Management Plan for the Metolong catchment in Lesotho. The ICMP has a particular focus on managing soil erosion and the associated potential sedimentation of the Metolong dam, and is being developed through a participatory process.

    E Flows
    Pegasys performed an international review of policy approaches supporting the implementation of environmental flows. Through the review of a wide range of case studies Pegasys generated a suite of key principles and guidelines that require consideration in the development and implementation of environmental flow policy.

    Development of WC/WDM regulations
    Pegasys is developing national water conservation and demand management regulations for the Department of Water Affairs in South Africa, as well as model water conservation and demand management by-laws for local authorities.

    SADC Water Sector Coordination Unit Management Support (DFID/SADC)
    Pegasys provided project coordination and were the principle drafters in the formulation of the Regional Water Strategy in support of the Regional Water Policy of SADC. Pegasys provided management support to the SADC WSCU, including the compilation and consultation of an Implementation Strategy for the Regional Strategic Action Plan, and proposed programme management arrangements.

    Water for Growth and Development Strategy, DWA, South Africa
    Pegasys provided the strategic leadership to a team of consultants who developed a draft Water for Growth and Development Strategy for the Department of Water Affairs and Forestry in South Africa. The aim of the strategy was to align water constraints and opportunities with the economic and social development objectives of the South African government. The project also generated a report to Cabinet on the actions to be taken in the water sector to deal with a number of critical challenges in water services and water resources management.
